Maurice Buckley – Chairman , Office of Public Works

  • Maurice Buckley has took up the role of executive Chairman of the Office of Public works (OPW) in December 2016, after serving ten years as Chief Executive Officer of the National Standards Authority of Ireland (NSAI).

    The OPW manages one of the largest Property portfolios in the State providing and sourcing accommodation for Central Government Departments and Agencies. With responsibility for an estate of over 2000 public buildings including offices, Garda stations, public offices, and cultural institutions all of which are being progressively retrofitted and upgraded to current best practice standards with a particular emphasis on improved energy efficiency in the context of Ireland’s Climate Change management. Separately, the OPW is leading a large scale capital investment programme into improving Ireland’s Flood Risk Management Defences with over 100 civil engineering projects planned in a half billion euro programme across all of Ireland’s river catchment areas.

    He previously managed a specialist printing company with plants in Ireland, Germany and the United Kingdom, and worked for a large firm of management consultants, BCG in Munich, Germany.  Mr Buckley is a Chartered Director and a Chartered Engineer, with Masters Degrees in Engineering (University College Dublin) and Business Administration MBA (INSEAD, France).

    He has held a wide-range of board level positions and is currently a board member of the Board of Governors & Guardians of the National Gallery of Ireland and Engineers Ireland.

     

     

    Title: The Office of Public Works in Ireland 2040: the opportunities and challenges ahead

    Synopsis:  I will start by setting out the historical context of the OPW and the challenges and responsibilities that face us. I will also cover the effectiveness of our programmes in delivering a client focused service based on our core values (from our Statement of Strategy) and look to the OPW’s future and plot a role in the context of the National Planning Framework for Ireland 2040.

    I will summarise our key objectives on a number of key deliverables and stress the way we build project norms and team collaboration and will make reference to our responsibilities to the tax payer presently/in the future, our obligation under the National Disability Inclusion Strategy 2017-2021, our responsibilities as guardians of our National Heritage (Properties and Sites) and the importance and expected outcomes of our Flood Risk Programme
